Ordinance was enacted that it would work to prevent the

giving of passages to this port to undesirables from the

other ports of the Far East. I annex a copy of a note on

cases of destitution during the year 1905 furnished at my

request by the Reverend J. H. France, Chaplain to the

Sailors' Home and to the Seamen's Mission. In asking for

this note I did not refer to the Vagrancy Ordinance but

Your Lordship will see that that measure has had the effect

that was anticipated for it.

A strong argument for maintaining

the Ordinance in its present form is that no opposition

was raised to it by the representatives on the Legislative

Council of the local Shipping Owners and Agents which

indicates their realization that the method chosen for

combating a real evil was justified in the interest of the

Colony and at the same time imposed no undue restrictions

on their own business.

Since receiving Mr. Lyttelton's

Despatch under reply I have consulted Mr. C. W. Dickson,

head of Messrs. Jardine, Matheson and Company's business

here and the Unofficial Member of the Executive Council

who represents on it the shipping interests of the Colony.
